Council Likely to Review Progress in Implementation of States’ SGST Amendments in its 52nd Meeting

The 52nd Goods and Services Tax (GST) Council is to be held on October 7, 2023, Saturday at Vigyan Bhavan, New Delhi.  The meeting will be presided by the Union Finance Minister Smt. Nirmala Sitharaman along with Revenue Secretary, State Finance Minister, etc. The GST Council is expected to conduct a comprehensive assessment of the advancement made in implementing changes to the State Goods and Services Tax (SGST) law by various states. Notably, in the preceding month, the GST Council approved modifications to the Central GST and Integrated GST laws. 

These amendments were introduced to provide greater clarity regarding the imposition of a 28% tax on the entire face value of bets placed in the context of online gaming, casinos, and horse race clubs. The review of SGST law amendments will likely be a significant aspect of the Council’s ongoing efforts to streamline and harmonise the GST regime. 

Additionally, in the last GST Council meeting, the council informed that as there were different opinions in 28% GST on online gaming among states, the same will undergo a scrutiny or review after 6 months of its implementation. The laws came into force on October 1st, 2023. The review will be conducted in the month of April or May 2023 whenever the council may meet. After the GST Council clarified in July on 28% tax on the full-face value of a bet, the GST authorities started sending notices to the online gaming companies and casino operators. The demand raised against the Gameskraft of Rs. 21,000 crores is still in dispute before the Supreme Court.
