Goa’ GST Revenue from e-commerce Companies grows by 25% in 3 years

Ahead of the explosion of online sales for Independence Day, Goa’s revenue from goods and service tax (GST) collected on ecommerce companies grew 25 per cent, over a period of three years, viz from 2019-20 to 2022-23, according to the state government. 

As per the information disclosed in the state legislative assembly, the GST income from e-commerce companies increased from `13.4 crore in 2019-20 to `16.8 crore in 2022-23. This year the revenue so far from GST on e-commerce players amounts to `4.9 crore, said the government. 

Going by the statistics, the state’s GST revenue from e-commerce companies fell drastically by 55 per cent during Covid pandemic year 2020-21, before recovering the next year and rebounding significantly in 2022-23. 

The government disclosed that, there are 164 e-commerce companies presently doing business in the state. These include e-commerce giants like Amazon, Zomato and Flipkart as well as online travel aggregators such as Make my Trip, Clear Trip, Air BnB, etc. The only Goan e-commerce company in the list of companies mentioned by the government is Goan Kart. 

The services of e-commerce companies in the state are taxed under The Goa Goods and Service Tax Act, 2017 and The Central Goods and ServicesTax Act, 2017. Further as per Sec.52 of The Goa Goods and Services Tax Act, 2017, every e- commerce operator is required to collect TCS at the rate of 1% on net value of taxable supplies made through e- commerce platforms by other suppliers. This information reported in Form GSTR – 7 is used at the time of scrutiny or assessment for counter verification of liability of the taxpayer, explained the government. 

To a LAQ question whether tax revenue from e-commerce are being monitored in the state, the government said that, all sales made through e- commerce portals are taxable. The commercial  tax department on regular basis, selects and scrutinize returns of risky taxpayers, in order to avoid any loss of revenue to the state. Further so far no loss of revenue has been reported by any field formations by e- commerce operator. 

E-commerce giants are gearing for surge in income from Independence Day sales ending on August 9. Popular stores and brands are celebrating India’s 76th Independence Day with discounts and offers. 

In the previous year of 2022, ecommerce companies sold goods worth `24,500 crore in just four days of the September festive season. In terms of units' companies sold 90 lakhs to one crore mobile phones in four days of the festive season.
